Those who have joined the scheme did so on the basis of the terms offered by the present Government. A contract was created between the government and the joining member. While any government has the power to change the terms of that contract, exercising it's absolute power, it is rather like retrospective legislation to do so, with similar connotations. We should be able to expect that no change should be made, or if made that it puts the member in no worse a position than when he/she joined the scheme. The proposed changes put existing members in a worse position than the original scheme. CGB |
